Unsure mate - I don't really care for that sort of stuff (achievements). What I'm modding into it is not cheating anyway... it's just adding extra content eg. The new objects you will still have to have materials to build/use them. Later there'll be texture mods... there already are but they're more optimised textures rather than alternate or bigger ones etc. Likewise with ENB mods... they'll eventually come as well and the game will look near photorealistic like Skyrim did. There'll also be mods for making it more hardcore as well - survival ones where you have to hunt and eat... had those modded into Skyrim. You could also be affected by the weather and die (because Skyrim was cold) so clothing and camp fires (which you had to build) became a big part.
Play it vanilla first though.

If you are going to mod it - I recommend watching this guys tutorials... he's very thorough and a modder himself, although very slow the way he does his things (which is probably a good thing).

If you want to unlock your framerate and change FOV etc just type it into youtube and they'll show you what files you need to change.
Modding isn't difficult - it apparently used to be but with Nexus Mod Manager, once you have set up Fallout 4 for modding - 'most' mods will be as simple as downloading to the manager and activating them. There will be mods that conflict with each other, you'll need to change the load order and you may need to copy/paste a line of code into an ini file or something like that here and there so I suggest reading the notes for each mod you install... but for the most part, simple download and activate.
